The Emergency Services Mobile Communications Programme (ESMCP) is a cross-government, multi-agency programme led by the Home Office to deliver ESN.
The ESN will deliver integrated national critical voice and broadband services to all three emergency services (3ES) and other users throughout Great Britain. We expect this to rely on commercial networks, enhanced to provide national coverage, resilience and security and possibly with public safety functionality.
The ESN will replace those services delivered under current service contract(s). A number of these service contracts operate across the 3ES. The expiration of the service contracts begins from 2016 through to 2020.
The procurement of the ESN is planned to commence in 2014 with new service contracts expected to be awarded during 2015 to facilitate service delivery as the existing service contracts expire.
The procurement will be divided into four lots.
Lot 1 - Delivery Partner (transition, integration and user services);
Lot 2 - User Services (provision of dedicated public safety functionality, provision and control user accounts, enable security and host user applications);
Lot 3 - Mobile Services (expected to be a resilient mobile network that supports public safety functionality); and
Lot 4 - Extension Services (neutral host to provide coverage beyond the mobile network).
ESMCP plans to host supplier events and market sounding meetings in the lead up to the release of an OJEU Contract Notice to further develop its understanding of the market and ensure procurement readiness.
