B&NES; Energy@Home Green Deal/ECO

The successful organisation will provide finance, such as Green Deal loans or Energy Company Obligation grant, to householders and businesses. It will also project manage and deliver the installation of works. Some householders and businesses may only require the project management and delivery of works where they have access to other forms of finance.
The Energy@Home Partnership commissioned a scoping study in 2012 which identified a retrofit market of GBP 10-20million per year over and above current activity in Bath & North East Somerset. The Partnership aims to stimulate retrofit demand in the area and achieve significant uptake by householders. This will help reduce carbon emissions, address fuel poverty and strengthen the local economy. The appointed Green Deal/ECO Provider will be expected to manage a supply chain that maximises opportunities for local businesses, in line with the Council's ‘Think Local' procurement strategy.
The Partnership aims to be self-financing by April 2016 in part through a fee paid by the Green Deal/ECO Provider based on take up. The Partnership will support Energy@Home in a number of ways, including promotion and marketing through the Energy@Home Advice Service and community based marketing delivered by B&NES; Council. The Partnership also has access to a wide range of frontline services where the scheme can be promoted. These campaigns will be based on market research and intelligence on the local housing stock and population developed and maintained by the Council. The appointed Provider will also benefit from the B&NES; Energy@Home and B&NES; Council logo and branding.
Tenders are welcome from single organisations or consortia. The relevant Green Deal accreditation and Consumer Credit Act licencing (Financial Conduct Authority authorisation) will be necessary.
The contract is likely to last up to eight years with a break clause/s (timings to be confirmed).
