2. The Delivering Differently: programme for local authorities is designed to support a small number of pioneering local authorities, either individually or in partnership, to select and implement new models of delivery for some of their services.
3. Drawing on a GBP 1 000 000 fund, local authorities participating in the programme will have access to bespoke professional support to enable them to review which model is right for the service and decide how to implement it. This review will consider delivery by Voluntary Community or Social Enterprise (VCSE) groups or a public service mutual*, as well as joint ventures with other public and private sector providers. Cabinet Office has invited applications from authorities interested in taking part in this programme; applications have yet to be assessed therefore the precise details of any support is not yet available, but will be developed in collaboration with each participating authority.
4. It is currently envisaged that the procurement will be divided into 10 Lots, one for each individual local authority receiving support. However, applications for support have yet to reviewed, consequently the total number of Lots may change slightly depending on the outcome of the application and sifting process, within the GBP 1 000 000 total. The scope of individual Lots under the programme to which this notice pertains are yet to be determined, although it is expected that the maximum value for any individual Lot will be GBP 100 000. It is expected that the duration of each Contract will not exceed six calendar months. Cabinet Office reserves the right to limit the total number of Lots that any one bidder may win.
5. The Cabinet Office, alongside programme partners, the Department for Communities and Local Government, the Local Government Association and the Society of Local Authority Chief Executives are keen to ensure wider dissemination of the lessons learnt throughout the programme and to work with Suppliers to support this process. We envisage that this will include an opportunity for all successful suppliers to meet at a mid-way point during the delivery of the support to share lessons, as well as wider dissemination activities at the end of the review process.
6. The overall objectives of the programme are to support around 10 local authorities to:
- Review and select a new delivery model for a service or service area
- Set out an implementation plan to establish the new delivery model

8. The procurement will be run through an accelerated Open procedure, utilising the minimum time limit of 22 days for the receipt of tenders specified under reg 15(7) of the Public Contracts Regulations 2006 (Art 38(4)of Directive 2004/18/EC). Suppliers should note that the intention is that a contract notice will be published as soon as possible after the 52 day period from despatch of this PIN has elapsed (see indicative timetable at paragraph 11.5).
*Cabinet Office defines a Public Service Mutual as, 'An organisation which has spun out of the traditional public sector, but continues to deliver public services under contract, and in which employee ownership and/or engagement has a discernable impact on its operation. They can take a variety of forms in terms of business model, legal structure and membership.'

1. Potential suppliers will not be prejudiced by any response to this PIN, or failure to respond. This PIN does not formally signify the beginning of a procurement and does not constitute a commitment by Cabinet Office to undertake any procurement exercise. In the event that Cabinet Office decides to formally commence the procurement of the Delivering Differently: programme for local authorities' solution a separate contract notice will be issued. As highlighted in para 11.3 above, if a contract notice is published, Cabinet Office will rely on the publication of this PIN to utilise the minimum timeframes permissible under reg 15(7) of the Public Contracts Regulations 2006 (Art 38(4)of Directive 2004/18/EC).
2. Potential suppliers should register their interest in this procurement with the ERG Service Desk E-mail: to ensure they are kept informed of this opportunity, including a bidders' morning on 13.02.2014, where the Cabinet Office will present and market test with suppliers the scope of the Delivering Differently opportunity.

3. This bidders morning exercise does not form part of a formal procurement process and the Cabinet Office reserves the right to decide whether or not to proceed with any tendering procedures in relation to these contracts. Potential suppliers shall be solely responsible for any costs which they incur as a result of participating in any aspect of this market testing exercise.
4. Due to the likely specialist nature of the requirements, including expertise in novel delivery models, Cabinet Office has selected an Open procurement to maximise access to a wide range of suppliers. We consider that this specific expertise is not widely available through current government procurement channels or frameworks.
