II.1.5)Short description of the contract or purchase(s)Computed tomography equipment permitting the generation of 3D volumetric representations of the object inspected are required to be used during the training to be delivered as part of the NSIRC initiative and as research instruments.
The National Structural Integrity Research Centre (NSIRC) is a new industrially led, joint initiative between TWI, lead academic partner Brunel University, alongside the University of Manchester, the University of Cambridge and a number of leading industrial partners.
The initiative is funded by industry and by grants from the Regional Growth Fund (RGF) and Higher Education Funding Council for England (HEFCE). Funding for equipment for NSIRC is being provided by HEFCE and is available in the period up to 31.3.2015 to assist in establishing a new facility at the TWI site in Abington, Cambridge and to purchase equipment to be used in the centre. All equipment must be accepted on the Abington site by the end of February 2015 at the latest.
The equipment will be purchased by Brunel University but the procurement process is being undertaken by TWI on Brunel Universitys behalf.

VI.4.2)Lodging of appealsPrecise information on deadline(s) for lodging appeals: Brunel University will incorporate a minimum 10 calendar day standstill period starting from the date when the award decision notification is dispatched to bidders. This period allows unsuccessful bidders to seek further de-brief from Brunel University before the contract is entered into. Applicants have until midnight of the second working day of the standstill period for their additional debriefing requests to reach Brunel University. A response to such a request must be provided to the bidder by a minimum 3 working days before the expiry of the standstill period. If an appeal regarding the award of the contract has not been successfully resolved, Regulations 47 of the Public Contracts Regulations 2006 provide for aggrieved parties who have been harmed, or are at risk of harm as a consequence of a breach of the procurement rules to bring an action in the High Court. Any such action must be brought promptly and in any event within 3 months of the date when the grounds of complaint first arose.
Where a contract has not been entered into, the court may order the setting aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into, the court may only award damages. The purpose of the standstill period referred to above is to allow parties to apply to the court to set aside the award decision before the contract is entered into.
