The Service Provider who submits the Most Economically Advantageous Tender offering best value as a result of the procurement will run the service across all special schools listed in the ITT.
Provide balanced healthy meals and snacks in accordance with current nutritional standards, and adapt any new standards that come in to force during the contract period where possible using locally sourced products (products produced, processed and traded.

This procurement is being managed by Capita Business Services Limited ("Capita”) on behalf of the Council under a Strategic Services Outsource. The contract between the Council and Capita provides for tenders and all other information submitted to be treated as confidential by Capita to ensure competition is maintained, value for money is achieved and all bidders are treated equally and in a non-discriminatory way during the tendering and contract award procedures. The Council and Capita shall maintain a system of management processes, barriers, disciplines and confidentiality undertakings to ensure there is no conflict of interest in the procurement process and to prevent any disclosure to any Capita employee involved in submitting a tender for this procurement of any confidential information from other bidders. Information submitted by bidders will not be used by Capita for any other purpose than the provision of services to the Council under the Strategic Services Outsource.
This is a non-mandatory OJEU Contract Notice. The Services constitute Part B services for the purposes of the Public Contract Regulations 2006 (Regulations) and the procurement is not therefore fully regulated by the Regulations. Neither a reference during or after this procurement process to the Regulations or the use of language or terminology common to the Regulations shall require the Council to conduct a fully regulated procurement in accordance with the Regulations. This notice is being placed for advertising purposes only.
Suppliers will be expected to deliver services that demonstrate a Best Value approach as defined by the government.
The contract term will be for a period of 5 years and may be extended depending on the on going need, budget availability and contract performance up to a period of 2 years to a maximum contract period of 7 Years.
Public Liability Insurance of a minimum of 10 000 000 GBP million and Employers Liability Insurance of a minimum of 10 000 000 GBP will be required.
West Sussex County Council is a Public Authority within the meaning of the Freedom of Information Act 2000 and all correspondence received will be dealt with in accordance with the Act.
The value range declared is due to no information being available on the potential spend of the other permitted bodies that are eligible to access this contract as detailed above.
The maximum value detailed within this notice will not be exceeded during the life of the contract.
A bidder briefing event for service providers is being held on 5.2.2014 at 10:00 in County Hall, Chichester. Providers interested in participating in this opportunity are encouraged to attend this event and register their interest and attendance via the West Sussex eSourcing portal messaging facility.
The Contracting Authority intends to use the West Sussex eSourcing Portal (that is an eSourcing system) in this procurement exercise and reserves the right to use a reverse auction.
