Contract to deliver the Sussex Energy Saving Programme. The project requirement is to deliver energy efficiency improvements, domestic energy generation, and/or other utility saving measures which reduce energy consumption, thereby bringing about a reduction in the consumer's energy bill(s) and a reduction in carbon emissions. The appointed partner will ensure availability of, access to and delivery of the measures (including associated services) and must have the capacity and resources to provide an effective and customer focused service including all management, financial and ICT systems to administer the scheme and monitor its benefits.
The project's key objectives are to:-.
- Improve the energy efficiency of properties and reduce energy consumption,
- Reduce carbon emissions,
- Reduce consumer energy costs and alleviate fuel poverty; and,
- Safeguard and create employment opportunities.
The project must be delivered in line with ‘Green Deal’ requirements as enabled by the Energy Act 2011 however it is not limited to Green Deal only activities.
Target properties will include domestic properties of all tenures; and public non-domestic buildings and business premises.
As the Scheme's primary requirement is to deliver the required improvements to domestic properties the Delivery Partner will be required to treat domestic properties as the service priority, i.e. marketing its services, facilitating customers, explaining and securing the sign-up and installation of appropriate energy efficiency improvements across Sussex.
It is a key requirement of the contract that the Delivery Partner is required to actively participate in the economic and social regeneration of Sussex. In particular, the Delivery Partner shall deliver the following outcomes:
(a) boost Sussex's economic growth through job creation and skills development in the related industry sectors;
(b) maximise the opportunities for new job creation, as well as working to retain existing jobs and develop new employment and skills initiatives including apprenticeships in the area's green economy; and
(c) participate in initiatives to identify, develop and nurture supply chain organisations (particularly SMEs) based in or around Sussex including in relation to the carrying out of qualifying assessments and the installation energy saving measures in homes and businesses.
The contract term is up to 10 years (being an initial term of 3 years, with the ability to extend for additional periods of not less than three years).
The Contract Value is estimated at 75 million GBP over the initial three year term, and up to 750 million GBP over the maximum term (10 years) of the contract, this is subject to such changes as are permitted under the contract and agreed by the Council over the contract term.
WSCC has undertaken this procurement and will contract with the Delivery Partner for itself and on behalf of other public bodies which are Contracting Authorities (and their statutory successors and organisations created as a result of re-organisation or organisational changes), within the meaning of the Public contract Regulations 2006 and which exist or are established or otherwise exercise some or all of their statutory functions within the County of West Sussex, the County of East Sussex and Brighton and Hove City Council and any such organisation will be entitled to access the contract and may also use the services of the Delivery Partner in the Sussex Energy Saving Programme. This includes but is not limited to Local Authorities, District and Borough Councils, Police Authorities, Fire and Rescue service, Schools, NHS and RSLs.
