Essex County Council is working in partnership with seven local authorities in the County; Braintree DC, Chelmsford CC, Colchester BC, Epping Forest DC, Maldon DC, Tendring DC and Uttlesford DC to develop a Landlord Accreditation Scheme. The Partnership, through ECC, wants to appoint an organisation to provide a landlord accreditation scheme to operate across all the above mentioned authorities in Essex with a combined population of more than 730,000. Thereafter, the scheme may be extendable to other authorities depending on the outcome of the scheme in the areas of the current participants.
As part of the requirements, The Partnership is seeking to encourage partnership working with other public sector bodies. These public sector bodies include but are not limited to:
- Essex County Council including partly owned joint ventures, subsidiaries and Local Authority Trading Vehicles and Companies and any of its statutory successors and further legal entities/organisations created as a result of re-organisation or organisational changes occurring during the life of the procured Agreement;
- County, Unitary, District & Borough Councils;

- The Central Buying Consortium (www.cbconline.org.uk);

- Voluntary Sector Charities and/or other private organisations acting as managing agents or procuring on behalf of these public sector or public interest bodies;
- Third sector organisations whose activities involve the delivery of public services to any of the above public bodies;
- Housing Associations and Registered Social Landlords;
- Central Government Departments, Executive Agencies and NDPBs.
Expressions of interest are now sought from suppliers who understand the market place and can demonstrate proven ability to provide excellent services for a landlord accreditation scheme.
The partnership recognises that private landlords play an increasingly essential role in providing accommodation in Essex and seeks to work with an organisation that can represent the interests of this sector, improving the quality, quantity and strategic role of privately rented accommodation. We are seeking to appoint an organisation that can provide a comprehensive approach, self-funded through the subscription of landlords, with dedicated support from each local authority who will promote the scheme with local landlords.
The agreement for the proposed scheme is for five (5) years with the option to extend for up to a further two (2) years, at the sole discretion of the partner authorities.
The service shall be commissioned by Essex County Council on behalf of all named Essex City, Borough and District Authorities and any other local authorities which may become members of the partnership in the future. Interested suppliers will be required to complete a pre-qualification questionnaire to be returned by 12:00 noon 19.11.2013. Successful applicants, based on the evaluation of the Pre-Qualification Questionnaire (PQQ), will be shortlisted and Invited to Tender (ITT) at a later stage.
ECC reserves the right not to award the contract or to cancel the procurement at any stage.
The Authority will consider the Public Services (Social Value) Act 2012 requirements during this procurement exercise and as part of the resulting contract.

Expressions of interest must be by way of completion and return of the pre-qualification questionnaire by the data and time specified on section IV.3.4. The pre-qualification questionnaire will be available via the supplier portal. It is anticipated that the Invitation to Tender will be made available on 16 December 2013. Essex County Council reserves the right to amend the timescale and to cancel the procurement and/or not to award all or part of the contract. Essex County Council will not be responsible for any costs incurred by any bidders in relation to the procurement exercise including if the procurement exercise is cancelled.
Bidders are advised that the ELAS Consortium is subject to the Freedom of Information Act 2000 (FOIA) and the Environmental Information Regulations 2004 (EIR). If a bidder considers that any of the information supplied as part of this procurement exercise should not be disclosed because of its commercial sensitivity, confidentiality or otherwise, it must, when providing this information, identify clearly the specific information it does not wish to be disclosed and specify clearly the reasons for its sensitivity.
