Activities will include but not be limited to:
provision of pensions and actuary advice on key valuation actuarial assumptions, information, advice, disclosures and explanations on all required end of year accounting disclosures.
Liaison and engagement on behalf of Ofcom with the scheme actuaries of Ofcom Defined Benefit Pension Plan and the Ofcom (former ITC) Plan.
Provision of pensions advice to Ofcom including advice on Ofcom's defined benefits plans, Advice and support on pensions matters affecting colleagues.
Provision of proactive, forward looking market intelligence on pensions and actuarial matters, and information on market developments.
The successful tenderer will be required to provide advice on an ongoing and/or project basis, potentially requiring input from grades of staff from Partner to Junior levels.
The contract will be for 3 years starting in July 2014, with options to extend the contract term by up to two further periods of 12 months each.

Operators that wish to express interest in being invited to tender for the requirement should submit their Expression of Interest and completed prequalification questionnaire via the Ofcom Bravo Solutions website at https://ofcom.bravosolution.co.uk by the closing date of 6.11.2013 (at 12:00 hours).

Ofcom intends to issue invitation to tender documents to those operators that are selected by 2 December 2013. Tender responses will be required to be submitted by tenderers via the Ofcom Bravo Solutions website at https://ofcom.bravosolution.co.uk by 12.00 on 15.1.2014 (provisional).

The resulting contract is expected to be awarded during April 2014, and the Commencement Date is expected to be 1.7.2014.
The Contracting Authority intends to use an eTendering system in this procurement exercise and reserves the right to use a reverse auction.

Precise information on deadline(s) for lodging appeals: Ofcom will incorporate a standstill period of 10 days between the communication of the award decision to tenderers and entering into a contract with the successful tenderer. Tenderers wishing to obtain further debriefing a minimum of three working days before the end of the standstill period must request it within two working days of the award decision being communicated to them. This should be requested from the contact point indicated in section I.1.
Where issues regarding the award cannot be resolved between Ofcom and the tenderer, the Public Contracts Regulations 2006 allow for appeals to be brought before the High Court of England and Wales. Any such appeal must be brought promptly and in any event within 3 months.
