II.4)Short description of nature and quantity or value of supplies or services:
This opportunity relates to the provision, operation and maintenance of telecommunications services between the roadside and various central locations for the Highways Agency, the body responsible for England's motorway and trunk road network.
The National Roads Telecommunications Services (NRTS) project currently provides services to over 20,000 locations on over 3,000 km of motorways and trunk roads. These telecommunications services link control rooms to roadside devices such as message signs, emergency telephones and CCTV cameras. (These devices and the control room systems are not part of the project.)
The contract under which NRTS is currently provided will come to an end in March 2016, and new supplier(s) will need to be in place at least six months before this date to ensure a smooth transition.
The scope and duration of the new contract(s) and/or arrangement(s) is still to be decided but will probably lie in the range of 10 to 20 years. The value is likely to be in the range GBP 400 m to GBP 800 m (for a contract length of 12 years).
Due to the broad scope of the project it is anticipated that a wide range of suppliers will be required to deliver the NRTS requirements. This opportunity should therefore be of interest to:
- Project management contractors;
- Telecommunications equipment suppliers;
- Telecommunications equipment maintainers;
- Telecommunication operators;
- Highways infrastructure civil contractors;
- Small and Medium Enterprises with relevant specialist expertise; and
- Fixed and mobile network operators (e.g. 4G, satellite, wireless broadband).
Suppliers interested in this opportunity should note that:
- some of the systems used by the Agency are of a bespoke nature; and
- special conditions apply to working in a motorway environment to ensure the safety of workers and the travelling public.
Any organisation taking part in any subsequent procurement exercise will need to demonstrate competence in these areas.
