The council is investigating a potential project to implement a Social Care Case Management system which is expected to provide functionality to enable and support both adult and childrens social care delivery to the Essex citizen. Currently, there are a minimum of 35 systems supporting the existing social care processes for adults and childrens. We are conducting market research to assist developing a tender to support the Peoples focused solution that meets the overall objectives and outcomes of the council regarding social care.
Essex has in excess of 2000 users connecting to a variety of systems which deliver the core capability to adults and childrens provision of social care across the county. The aim of this project is to procure an off the shelf solution which will enable the council to redesign business process to allow a consistent approach for both adults and children. This step in the process will help to investigate systems and how these could support the new proposed business processes. We currently estimate a budget of GBP 10m for this project covering the TCO for the duration of the contract.
The Authority is becoming a more commissioning led organisation. We are looking for a single organisation to provide the application, service management and hosting services for the solution. We expect to work with the successful bidder to implement the solution. The hosting requirement will be a mandatory qualifying criterion.
We are interested in the vendor managing the delivery of Social Care systems during such the transition and in future. Therefore, the new system will be assessable to the council's service providers. The Council also welcomes ideas for a flexible hosting including comprehensive management solution which could involve having the servers hosted at ECC data centres or other locations. We intend to include in the hosting arrangement, the current and existing systems to enable efficient data migration and integration (Tactical or mainstream).
This notice is therefore inviting suitable vendors of social care case management systems to partake in responding to this PIN and to help the Authority gain an insight into what the market can offer.

Vendors interested in responding to this PIN should express thier interest by completing and returning the Supplier Questionnaire by 16:00, 15.4.2013. The Supplier Questionnaire is available via the address specified in section I.1 (supplier portal) and are available from 2.4.2013. The supplier portal should be used for all communications with Essex County Council relating to thie PIN exercise. The supplier portal has instructions on how to use the system and access the information as well as a helpdesk to assist Bidders. Bidders are advised that Essex County Council is subject to the Freedom of Information Act 2000 (FOIA) and the Environmental Information Regulations 2004 (EIR). If a bidder considers that any of the information supplied as part of this procurement exercise should not be disclosed because of its commercial sensitivity, confidentiality or otherwise, it must, when providing this information, identify clearly the specific information it does not wish to be disclosed and specify clearly the reasons for its sensitivity. Essex County Council shall take such statements into consideration in the event that it receives a request pursuant to FOIA or EIR which relates to the information provided by a supplier. However, if the information is requested, Essex County Council may be obliged under FOIA and/or EIR to disclose such information, irrespective of the supplier's wishes. Please note that it is not sufficient to include a statement of confidentiality encompassing all the information provided in the response.
