Nationally the vision for Healthwatch is that it will enable people to have a strong voice that will mean people are involved in all decisions that affect them relating to health and social care.
Locally Healthwatch will bring together existing networks and ensure that membership reflects the demography of the area including transient populations, and residents from all the protected characteristic groups as defined in the equality act.
The successful organisation(s) must fulfil the requirements set out within the Health and Social Care Act 2012 and associated legislation for the operation of a local Healthwatch service that is both effective and provides good value for money.
Local Healthwatch will operate as an independent body but work in partnership to encourage involvement and engagement in health, social care and well-being including development, commissioning and performance monitoring.

Information and formalities necessary for evaluating if the requirements are met: (1) All candidates will be required to produce a certificate or declaration demonstrating that they are not bankrupt or the subject of an administration order, are not being wound-up, have not granted a trust deed, are not the subject of a petition presented for sequestration of their estate, have not had a receiver, manager or administrator appointed and are not otherwise apparently insolvent.
(2) All candidates will be required to produce a certificate or declaration demonstrating that the candidate, their directors, or any other person who has powers of representation, decision or control of the candidate has not been convicted of conspiracy, corruption, bribery, or money laundering. Failure to provide such a declaration will result in the candidate being declared ineligible and they will not be selected to participate in this procurement process.

Precise information on deadline(s) for lodging appeals: Following the evaluation of tenders, Darlington Borough Council will incorporate a minimum of 10 calendar days standstill period: this period will commence from the point that the information on the award of the contract is communicated to all tenderers. If an appeal regarding the award of a contract has not been successfully resolved the Public Contracts Regulations 2006 (SI 2006 No 5) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly (generally within 1 month). Where a contract has not been entered into the Court may order the setting aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the Court may only award damages.
