First Ark is the parent company of Knowsley Housing Trust (KHT) and KHT Services Ltd.
KHT is a progressive not for profit, independent Housing Association, based in Knowsley, a vibrant and dynamic urban area of Merseyside, managing over 13 000 high quality homes at affordable rents.
KHT Services Ltd provides housing repair and maintenance, gas servicing and consultancy services to other housing organisations across the North West.
A contract notice has been issued for this tender as a voluntary transparency notice.This is being undertaken by.
First Ark as a Part B service in accordance with the Public Contract Regulations 2006.
First Ark is seeking bids from service providers to participate in a learning and development framework, covering the training needs of the First Ark Group. The currently anticipated training categories that will be covered under this framework include:
- Health and safety,
- Trade specific,
- Housing specific,
- Development,
- Legal,
- Miscellaneous training.
Annual expenditure across the framework is estimated at 160 000 GBP. This is for information only, and no guarantees are given, nor are implied as to the value of business that will be placed with successful bidders participating in the resulting framework agreement.
Successful bidders will be required to provide access to local training facilities prior to the commencement of this contract, and these facilities must be located within 10 miles of L34 1PJ, the First Ark Group head office. The facilities can either be located at the bidding organisations own site if suitably located, or at a suitable hired venue. The training facilities will be required to be of a relevant size, to successfully deliver the course(s) the bidding organisation is applying for as part of this procurement exercise. Please note, the majority of training is likely to take place within these local facilities, however training may also be required to be delivered at the First Ark Group offices from time to time.
The proposed framework will last for a maximum of 4 years and will consist of approximately 6-8 service providers. This is an estimate and may be subject to some variation at award decision stage to allow all groupings to have sufficient coverage.

This period allows successful tenderers to seek further debriefing from First Ark Group before the framework is concluded.
