The Eastern Shires Purchasing Organisation (ESPO) is one of the UK's largest public sector procurement organisations. Our purpose is to provide our member local authorities and other clients with a comprehensive, cost effective procurement service covering a diverse range of products and services, as well as offering a professional procurement consultancy, assisting clients with complex procurement projects.
ESPO, on behalf of the Pro5 social care category team, and potentially working with other public sector procurers, has been asked to explore the establishment of a new framework agreement for the provision of telecare and telehealth solutions. This is an innovative and expanding market which will play a key role in delivering central government and local health and social care policies and financial savings.
It is intended that the resulting framework will be a streamlined and efficient route to market for local authority commissioners, healthcare commissioners and the wider public sector in the UK.
The framework may be divided into separate lots to cater for different customer requirements, and may include a managed service or prime contractor model as a delivery option. Before commencing the formal tender process, ESPO is embarking on a period of consultation with industry, commissioners and other interested parties, including the Department of Health and 3 Million Lives to inform the final specification. The consultation will include a review of service delivery options, cost and pricing models, standard requirements and the expected demand from commissioners. It is anticipated that this period of consultation will be completed by the end of November 2012, and a formal tender process will commence early in 2013. Whilst initially for use by local authorities served by the Pro5 Group (a collaboration between CBC, NEPO, ESPO, YPO and the wider public sector), being Central Purchasing Bodies as defined by the EU Combined Procurement Directive 2004/18/EC, the Framework Agreement may also be open for use by the following classifications of user throughout all administrative regions of the UK: Local Authority Councils; Educational Establishments (including Academies); Police, Fire & Rescue and Coastguard Emergency Services; NHS and HSC Bodies, including Ambulance Services; Registered Charities; Registered Social Landlords.
