The Authority requires an ICT managed service to deliver critical front line services to its customers and to provide a robust and secure back office function. This reliance on the use of ICT has grown considerably since the service was first outsourced in 2001 and is expected to continue to grow.
The Authority wishes to procure its ICT managed services, in a way that is commercially attractive to the market and supports the Authority's key objectives which are:
- The provision of flexible, high quality services to the community and local businesses,
- The efficient and effective provision of services,
- Addressing the community objectives of the Authority and its partners as stated in the Authority’s Corporate Plan and Partnership plans, available on the Authority's web site (www.hartlepool.gov.uk),
- To be a sustainable Authority in the medium and long term.In addition, and specifically for this procurement, the agreed objectives are:
- Delivery base in Hartlepool (some flexibility in this objective),
- Retain and grow jobs,
- Secure local economic benefits,
- Maintain and improve services,
- Achieve savings,
- Scalability in terms of services and expansion to other authorities.
The ICT managed service is expected to include the following:
Cross functional services.
- Overall Governance and overarching principles,
- ICT lifecycle and operations,
- Service management,
- Asset management,
- Technology refresh management,
- Security management,
- Business continuity and disaster recovery,
- Innovation and technical opportunities,
- ITIL based service desk.
Infrastructure service.
- PC & printer support and management,
- Server support and management,
- Wide and local network support and management,
- Wireless network support,
- Telephony support,
- Data centre.
Application service.
- Application services and system administration,
- Applications development and quality assurance services,
- Project services and significant developments,
- Web site management.
The Authority requires flexibility and a solution which will develop to accommodate the changing needs of the Authority.
In addition, the Authority may require the Supplier to provide additional ICT, systems development, and business management consultancy services and other professional services, to assist with the Authority’s strategic plans and wider transformational activities.
Furthermore, the Authority is currently in discussions with other local authorities in the Tees Valley area to discuss various collaboration possibilities.
To date, Middlesbrough Council and Redcar & Cleveland Borough Council have agreed to their inclusion in this advertisement, although no commitment is made to utilise the contract at this stage.
Middlesbrough Council is currently in a long term partnership, for a variety of support services, including ICT. This is due to end in 2016 after an extended term and Middlesbrough Council would have to undertake a procurement exercise to continue the delivery of services through a partner from 2016 and is starting to plan for the delivery of services from that point.

Description of these options: The initial contract term is 7 years with an option to extend the contract for up to a further 3 years in increments to be determined by the Authority.

Any resulting contract(s) will be considered as contract(s) made in England according to English law and will be subject to the exclusive jurisdiction of the English courts. The Contracting Authority reserves the right to approve any and all subcontractor appointments the successful contractor intends to make.

The Contracting Authority is not liable for any costs incurred by those expressing an interest or tendering for this opportunity, including, but not limited, to where the contract award procedure is cancelled for any reason.
