Context.
The Transport for London (TfL) ticketing system supports payment transactions generated from over 10 000 000 journeys across London’s integrated transport network each weekday. The ticketing system collects over 3bn GBP of revenue per annum and serves all of TfL’s Operating Businesses including London Underground, London Buses, Docklands Light Railway, London Overground, London Trams, London River Services, Emirates Air Line (cable car) and supports ticketing services for National Rail Train Operators across London travel zones 1-9 and some peripheral stations. The Oyster card was launched in 2003 as part of the ticketing system, and Oyster cards now account for 87 % of travel on TfL services. Currently there are around 5 500 000 Adult Oyster cards issued annually, and over 16 000 000 cards used within the last 12 months. In addition, for concessionary schemes, there are around 1 100 000 cards issued to students and those under 18, and circa 1 300 000 Freedom Pass (the free travel pass for older and disabled Londoners) holders.
In scope.
The scope of this procurement covers a framework agreement for the supply of contactless smartcards physically compliant with ISO 7810 ID-1 and which include an NXP MIFARE DESFire EV1 chip (these are the base cards used for current Oyster cards on the TfL London ticketing system). Most cards will require 2kB DESFire EV1 chips; some cards will require 4kB chips. A number of card variants will be required, each variant printed with different artwork (and some plain variants with no artwork) to meet the needs of different users of Oyster cards; all cards must be capable of being overprinted. The current demand for cards is around 6-8 million cards per year. Providers will be required to assure the quality of supplied cards including the ability of cards to successfully operate with accredited ticketing devices and conformance with the agreed card specification. Providers will be required to deliver the cards, duty paid, to a location in the UK.
The framework agreement resulting from this procurement will last for 4 years, and will have the option to be extended for a further 2 years in annual increments. It is expected that at least 3 providers will be selected for the framework agreement as a result of this procurement exercise, and those providers will subsequently be given opportunities to compete for specific TfL card orders via a mini-competition for each card order.
Out of scope.
The services of enablement, fulfilment and personalisation are not included in the scope of this procurement: TfL will enable the supplied cards by loading Oyster applications and ITSO shells, will fulfil customer orders by loading specific travel products and entitlements where required, and will personalise cards for individual users where required.
A further procurement will be initiated at a later date as part of TfL’s Future Ticketing Project (FTP), related to the supply of future TfL issued FTP contactless cards. These FTP cards are not included in the scope of this procurement.
