The provision is designed to help Jobseekers Allowance (JSA) claimants age 18-24 year old who have reached 26 weeks unemployment move in to sustainable employment. It will deliver a period of 8 weeks mandatory work experience through a variety of placements that are of benefit to the community. The work experience element of the provision will last for 30 hours a week for 4 days over a 7 day period and will provide the claimants with a greater insight into the world of work as they experience habits and routines of working life. The Contractor must also deliver 6 hours of support activity to move the claimant closer to the labour market which must include Curriculam Vitaes (CV’s), innovative job search activity for vacancy opportunities, how to apply for jobs on line and will tackle any barriers to work in areas such as time keeping, motivation, appropriate dress standards and address barriers to work for each individual.

1. This procurement is for the Derbyshire Mandatory Youth Activity Programme and will cover the whole of the Derbyshire DWP District.

2. DWP intends to use an eTendering system in this procurement exercise, which will be conducted using an open procedure and reserves the right to use a reverse auction. 4. In the event of re-structuring within Central or local government and/or the wider public sector this procurement and any contract awarded will pass to statutory successor authorities to the DWP or any of the contracting authorities as applicable.
5. It is for economic operators to satisfy themselves as to the position but it is the initial view of DWP that the Transfer of Undertakings (Protection of Employment) Regulations 2006 (as amended) is unlikely to apply to this contract.

VI.4.2)Lodging of appeals
Precise information on deadline(s) for lodging appeals: This authority will incorporate a minimum 10 calendar day standstill period at the point information on the award of the contract is communicated to tenderers. The Public Contracts Regulations 2006 (SI 2006 No 5) (as amended) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly (generally within 3 months). Where a contract has not been entered into the court may order the setting aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the court may award damages and in the case of specified breaches of the rules may also order the termination or shortening of the contract and the levying of fines. Economic Operators seeking the termination of a contract (where this is permitted) may be required to bring action within 30-days, although this period is extended to 6-months in specified circumstances. The purpose of the standstill period referred to above is to allow parties to apply to the Courts to set aside the award decision before the contract is entered into.
