The chosen provider will be required to refresh and continue to update the existing tree survey to enable a long term strategy to be formulated for the ongoing maintenance and care of trees across our Communal areas and Estates. Surveyors are expected to hold a qualification at NQF level 3, such as the Arboricultural associations technicians certificate in Arboriculture, a National Award or Diploma or NVQ level 3 in Treework or Lantra Professional Tree Inspectors course.
There must be provision within the contract for Emergency works to be undertaken out of hours if required.
Your PQQ must confirm that your organisation is a member of the Arboriculture association or equiv.
Conservation areas and preservation orders will need to be taken into account.

The successful contractor(s) must be able to show a commitment to providing effective services that provide value for money to whg and its customers including both tenants and leaseholders. The proposed initial contract period will be for 3 years commencing on or about the 1st January 2013 and with the option for an extension to this initial period for a period of up to a further 2 years all subject to provisions for earlier termination including a break clause and annual renewals based on meeting and maintaining Key Performance Indicators.
Whg reserves the right to withdraw from this procurement procedure at anytime without awarding a contract. Whg and / or its advisors shall not be liable for and will not pay any costs in respect of the preparation of any application and tender submission of any applicant or bidder whether they are successful or unsuccessful and all applicants and bidders are to be responsible for all of the costs and expenses they incur as a result of participating in this procurement process, irrespective of whether the procedure is completed or is abandoned without any appointment. An applicant shall be deemed to have unequivocally accepted this as a condition precedent to participation in this procurement process.

Description of these options: If yes, description of these options: The contract will be subject to regular performance reviews. The contract will be extendable at the Contracting Authority's sole discretion on an annual basis after the first 3 years for up to a further 2 years. In any event year on year continuance of the contract from the commencement will be dependent on satisfactory performance by the Contractor. The contract will also contain a break provision that may be exercised by the contracting authority subject to the giving of the period of notice stipulated in the contract. The Contracting Authority reserves the right to consider the option at some stage during the contract period to possibly remove certain elements from the scope of the Tree maintenance services contract and to have this work undertaken directly by the Contracting Authority. Whg will be striving to modernise all services offered to its customers and this may result in certain elements changing throughout the period of the contract. Future requirements of the Services may extend beyond the Borough of Walsall.
Section III: Legal, economic, financial and technical information
Description of particular conditions: The successful contractor will be required to comply with Key Performance Indicators and clearly defined Customer service standards in the delivery of the services and against which the performance of the contractor will be judged. Compliance with Key Performance Indicators and Customer Service Standards will be instrumental in the decision whether to annually renew the contract.

1) It is envisaged that the provisions of the Transfer of Undertakings (Protection of Employment) Regulations 2006 (TUPE 2006) will not apply for this procurement. 2) Whg reserves the right to cancel the procurement at any stage of the process and not to proceed with the award of any contract. 3) All expressions of interest must be made electronically and simultaneously when submitting a completed pre-qualification questionnaire. Pre-qualification requirements: the contract will be tendered on-line using the etendering software of BIP Solutions Limited known as Delta eSourcing. The electronic profile you submit will become Whg's pre qualification for evaluation. Any incomplete profile / PQQ may not be considered All sections should be completed so that you do not fail the pre-qualification stage. Once you have read the following instructions remember to first publish your profile via Delta and then link the final and completed profile to the response list using access code 6DG34B2X2B. Note: Again, it is vital to complete all sections of the electronic profile. PQQ scoring is based on responses to set criteria. Before responding to this notice, your organisation must register its details and complete a supplier profile, available at www.delta-esourcing.com or via our web site - http://www.whg.uk.com. If entering via the Whg web site click on 'About Us', 'Supplier and Contractor Info', 'Enter our Procurement Portal' followed by 'Suppliers', 'eTendering'. This will then take you to the Delta eSourcing site. After receipt of a user ID and Password from Delta, you will be able to register your details with 'Select' and start compiling your profile / PQQ, ensuring you submit for publication to the system first. Once again, when complete and published on the Delta system, be sure to then link the completed profile to the response list using access code 6DG34B2X2B.Please include as much relevant / comparable detail as possible in your profile and be sure to answer any compulsory additional questions. When completing your PQQ please also consider the following: The financial assessment will be made via a Credit agency report - this is a pass / fail criteria and will be marked in the statements area of the financial checks. Any organisation receiving a report highlighting a risk of business failure will then have additional financial checks carried out on them, should the additional checks highlight the same as the credit agency report your company will not progress any further and will not be invited to tender. It is not the responsibility of Whg to ensure that the credit agencies have the correct information on your company. Insurance: whg will require the following levels of insurance: Professional Indemnity 2 000 000 GBP; Employers Liability 10 000 000 GBP; Public Liability 10 000 000 GBP and Product Liability 5 000 000 GBP - it is important that you confirm that you are willing to take out this level of insurance cover if successful. Past and Existing Contracts - within the PQQ please provide details for 2 years comparible contracts. References - within the PQQ please provide details for 2 comparable references. Health and Safety - Your organisation will be expected to hold CHAS or equivalent. Any accreditations should be highlighted in the Other Accreditations area. If you do not identify that you hold CHAS or equivalent your submission will fail. Your PQQ must confirm that your organisation is a member of the Arboriculture association or equiv. Whg do not want to use sub-contractors appointed by the main contractor for this provision. Other areas of the PQQ will be weighted accordingly and scored out of 10 during the evaluation process.
