Information and formalities necessary for evaluating if the requirements are met: (1) All candidates will be required to produce a certificate or declaration demonstrating that they are not bankrupt or the subject of an administration order, are not being wound-up, have not granted a trust deed, are not the subject of a petition presented for sequestration of their estate, have not had a receiver, manager or administrator appointed and are not otherwise apparently insolvent.

Justification for the choice of accelerated procedure: A recent sale of a College site has resulted in a contractual obligation on the College to facilitate 'vacant possession' of this site by July 2013. The sale is facilitating the building of a new college campus in Ilkeston which will have to be ready for occupation from August 2013. There are two planning consents (one relating to the site sale for retail development to be submitted by the College) and a second one for the building of the new Ilkeston campus. Both planning consents have to be submitted in full by April 2012 which will be immediately followed by the development of detailed architectural plans for the Ilkeston campus scheme, ready for an on-site start in September 2012.

The project is currently progressing to a formal planning application stage using the contracted services of a previously-selected Architectural firm. As part of the pre-qualification process, bidders will be asked to confirm that they are willing to continue with the current design. Willingness to continue with the current design is a requirement of the contract award.
Pre-qualification requirements will include the following; experience of working on designs located within the Erewash planning area; track record of working within the FE sector; financial standing; capacity and capability; supplier acceptability; location of service delivery; continuation of pre-prepared Architect designs.
