II.3)SHORT DESCRIPTION OF NATURE AND QUANTITY OR VALUE OF SUPPLIES OR SERVICES
The Yorkshire and Humber Public Service Network will provide a framework and collaborative approach to enable better joined up public services working. The project would deliver frameworks to provide a single multi-tenanted network available to all the regional partners, utilising a single infrastructure to carry data and services along the same physical paths. Security separation would be maintained through the adoption of the PSN’s Code of Connection ensuring that each organisation's data integrity is preserved. It will present opportunities to deliver inter-organisational working, shared ICT infrastructure, shared applications and shared skills and services.
It is expected that service providers will be required to provide the following services. This list of services is indicative only and subject to change:
1. Core network infrastructure;
2. Local access network;
3. Managed services;
4. Mobile voice and data communications; and
5. Fixed voice telecommunications.
It is intended that all public services providers in the Yorkshire & Humber area, including but not limited to, all of the region’s Local Authorities, the Police, Fire and Ambulance Services, the Health sector (Health authorities, Primary Care Trusts or Doctors’ consortia), Passenger Transport Agencies, Further and Higher Education, Schools and public sector companies will be permitted to access the services that are supplied through any contractual arrangements arising from this procurement exercise.

Prior to the issue of an OJEU notice commencing the procurement of the project, Leeds City Council on behalf of the partner authorities is inviting interested parties to participate in a market supplier event, the details of which are shown below. Potential bidders will not be prejudiced by any response or failure to respond to this notice or attend the market supplier event.
The market supplier event will be held on Wednesday 20.7.2011 at Leeds Art Gallery, Henry Moor conference room, The Headrow, Leeds, LS1 3AA. Delegates are invited to arrive for registration and refreshments from 12:30 pm for a 1pm prompt start. Upon arrival, there will be speeches from key speakers followed by presentations from partners and information on the project, ending with networking at 3 pm. It is anticipated the event will close at around 4pm. Please note the maximum number of attendees per bidder is three places.

Pre-registration is essential and bookings can be made by contacting the YHPSN project team via email at before Friday 8.7.2011. Please confirm the names of the attendees in your response.

Potential bidders must note that a response to this notice does not guarantee an invitation to participate in this or any future procurement that the Council may conduct, nor that the Council will procure any such supplies or services or accept any proposals offered.
Please note that this notice has been issued purely as a notification to potential bidders that the Council on behalf of partner authorities is considering procuring this service, a notification of the forthcoming market supplier event and as an information seeking exercise. Any procurement of the supplies and services will be carried out strictly in accordance with the Public Contracts Regulations 2006.
