This initial phase of the Gascoigne Estate (East) renewal programme is part of the approved c 23 000 000 GBP boroughwide estate renewal programme. The Council is in the process of decanting council tenants and acquiring leaseholder interests. This will result in 364 dwellings in four high rise and adjacent low rise blocks at Gascoigne Estate (East) being decanted and demolished by the end of March 2014.
The initial phase will comprise approximately 2 hectares of unencumbered land for development with an approximate development capacity for 300-400 new residential units. The Council also has also agreed funding to extend the initial phase to include the remaining 9 high rise blocks and adjacent low rise properties comprising a further 934 dwellings (792 tenants and 142 leaseholders). These properties will be progressively decanted, with any leasehold interests acquired, and demolished between 2014 and 2017. The cleared and unencumbered sites will amount to approximately 6 hectares bringing the total redevelopment area for housing in both phases to approximately 8 hectares.
The Council proposes to acquire third party land interests not in its ownership via negotiation but has resolved to use CPO powers if necessary.
In terms of tenure, mix the Council wishes to see the area accommodate approximately 33 % social rent, 33 % intermediate tenures (including affordable rent) and 33 % private for sale. In relation to the delivery of any social rented units to, the Council has access to the National Affordable Housing Programme Grant to March 2015 and will give consideration to allocating an element (and possibly all) for that tenure. Beyond that date the Council should through HRA Business Plan be able to consider funding further social rent homes.
The chosen RP partner, as a member of the Partnership, will be required to take the lead on devising a commercially deliverable housing scheme and a ten year programme of social and economic regeneration that applies to the whole of the eastern side of the Gascoigne estate including the Council properties that remain. The Council also intends that the partnership will be responsible for generating funding to contribute towards meeting the costs of achieving decent homes standard for the retained Council flats and, notwithstanding the paragraph above securing further funding throughout the lifetime of the partnership to help deliver the required affordable housing components for all phases of the programme.
The Council would also require the successful RP partner to assist the Council with its decanting obligations in later phases of the programme and rehouse a proportion of the decanted households in their existing stock of social rented /affordable homes.
Prior to the completion of the first development, the successful RP partner together with the Council will be required to establish a "Joint Housing Management Board" to oversee and coordinate the housing management arrangements and the social and economic programme for the whole of the eastern part of the Gascoigne estate. The Board will include Council members and director level officers, tenants’ representatives along with representatives of the successful registered provider.

The Council’s approved funding will meet the costs of the initial stage of the estate renewal programme to be completed by March 2014 including the costs of decants, leaseholder buybacks and demolition estimated at 8 600 000 GBP. Surpluses from the HRA Business Plan post 2014 plus any other contributions generated by the partnership will fund the next stages of the decant, buybacks and demolition.
The Council will be expecting to work with a partner who aims to provide high quality well designed homes wants to create an economically sustainable community and has a proven track record, expertise, asset base and development capacity to support their participation in award-winning residential-led developments valued in excess of 100 000 000 GBP each, delivered on time and within budget.
