Suppliers should note that the values given in section II.3 are estimates based on MoJ's anticipated running costs for each lot per annum - this figure is exclusive of costs arising from future investment in ICT-enabled business improvement projects.
Suppliers should also note that MoJ are likely to run a number of different procurement exercises for the services described in section II.3 - and these will start on different dates. The date in II.5 relates to the proposed start of award procedures for the first contract, which is likely to be for SIAM Services.
MoJ will be seeking feedback from suppliers on a range of topics during the market engagement period which directly follows the publication of this notice. As part of that market engagement activity, MoJ will host a range of supplier engagement events in Central London, United Kingdom commencing in January 2012 for the benefit of all suppliers who register their interest in these potential contract opportunities.
MoJ is particularly interested in engaging with small/medium enterprises to help it understand how best to shape contract opportunities that are attractive to SMEs - either by means of a direct contract or as a sub-contractor to a "prime contractor". MoJ will be hosting an SME-specific engagement event to consider how best to address the challenges faced by SMEs in bidding for MoJ's business.
Further details about the supplier engagement events including instructions on registering to attend each event are contained in the FITS Prospectus available via the MoJ eSourcing Portal.
Suppliers should note that, as one of the objectives of the market engagement exercise is to allow MoJ to evaluate whether its proposed procurement approach is feasible, seen as an attractive opportunity for the market and can be delivered by suppliers, it is very possible that the lot structure outlined in this PIN will be changed before the opportunity is formally brought to the market and any Contract Notice(s) issued.
MoJ will be using its eSourcing Portal to manage communication with suppliers who express interest in these potential contract opportunities. The eSourcing Portal is an online application that allows suppliers to create and submit their responses to any requests for information, requests for quotes, or requests for proposals via the internet rather than in paper form.
All suppliers interested in learning more about the potential contract opportunities described in this notice should submit their details (company name, lead contact name, lead contact e'mail address and telephone number), in the first instance, to the FITS Commercial Team via e'mail at the address in section I.1. Those suppliers who have previously registered on the MoJ eSourcing Portal, should ensure that the person identified as their Lead Contact has been set up as an MoJ eSourcing Portal user. Please note that MoJ cannot set up new users for suppliers who are already registered on the eSourcing Portal. New users need to be set up by one of the supplier's existing registered users.
Arrangements will then be made for suppliers to access the eSourcing Portal page for these potential contract opportunities so that they can download the FITS Prospectus and associated documentation.

1)Short description:
The SIAM function is to provide the direction, management and coordination for the delivery of end-to-end services in line with an agreed set of coherent service performance expectations. The SIAM function will also provide a single, clear and concise interface to all users of ICT services. This will be achieved by providing service integrator and service management functions across all other FITS Contractors, adhering to ITIL best practice guidance.
The successful bidder will operate and act on the MoJ's behalf to ensure that all ICT Services are integrated, managed, monitored and improved during the service lifecycle.

1)Short description:
There are two main components that would be in scope for the EUC contractor.
The first is "infrastructure and devices" where the primary responsibility of the EUC contractor is to supply, manage and maintain the end user environment. These responsibilities include, but are not limited to, the provision, management and maintenance of desktops, laptops, local IT hosting environments and the associated common workplace productivity applications (e.g. word processing) to agreed standards, the packaging and provision of business application elements required on these devices, the delivery of business peripherals (including printers and scanners), the provision, management and maintenance of appropriate storage and access to electronic data, the management of local area networks (LANs) and the management and maintenance of MoJ site specific data rooms.
The second component is "common services". The scope of this is to provide certain common services that are required by other contractors, such as authentication (identification of people and systems), directory services (information about people, systems and the rights they have) and messaging facilities (including email and calendar services).

1)Short description:
The AD/AMS contractor(s) is/are intended to be responsible for the management and support of the application layer of the in scope business applications that are delivered from the MoJ's ICT Hosting Environments. In addition, the AD/AMS contractor(s) is/are intended to be responsible for new development programmes or projects for the delivery of new or replacement business functionality (including interfaces and integrations with existing applications) to the in-scope business applications in response to business initiated IT change.
They would act as a support function ensuring that the business applications function and perform to the agreed criteria and standards by delivering production support life cycle processes, tools and procedures required to repair application faults and issues, maintaining software at agreed versions and, by proactive monitoring, ensure that preventable operational errors, such as database and file space issues, do not cause service disruption/outage.

The primary role of the PPMS contractor would be to provide a managed service for portfolio, programme and project management to support the MoJ’s retained programme governance and project integration function.
The PPMS contractor would provide support to major projects and programmes and would be available, to be used in any programme or project capacity, to deliver the most economically advantageous solution in line with the MoJ’s business objectives.
The model, which would be demand driven, leveraging the contractors evolving knowledge of the business, is intended to provide the MoJ’s retained organisation with a flexible resource capability specialising in the delivery of complex technology enabled business change.

1)Short description:
The hosting framework contractors would deliver centralised hosting environments that are capable of delivering HM Government’s business applications and services to the agreed standards and security requirements. The contractors would be responsible for the management, maintenance and running of these environments, including hardware/software maintenance, batch management and delivery of the associated infrastructure components to ensure that there is sufficient compute power and data storage to deliver the business applications and services to the agreed quality criteria and that the business applications and data can be recovered to the agreed recovery points.

The hosting contractors would provide solutions that closely align with the HM Government ICT strategy for hosting (details of the strategy are available from the HM cabinet office web site - http://www.cabinetoffice.gov.uk).

The MoJ anticipate awarding a contract for MoJ's Hosting requirements following a further competition under this Framework.
MoJ's hosting contractor would deliver centralised IT hosting environments that are capable of delivering the MoJ’s business applications and services to the agreed standards and security requirements. This framework may be made available to other government departments.
