- Taking students to and from school;
- Transporting social care clients;
- Assessing service user needs;
- Managing the 3rd party provider market and procuring transport services;
- Running an in-house fleet;
- Working with the community and voluntary sector to build capability and capacity.
Over the last 2-3 years the Council has reshaped its services to bring them together in one central team ‘the transport hub’ and have released significant savings through the Supported Transport Change Programme.
OCC recognises that technology is changing rapidly, the transport sector is going through unprecedented change, that they way that we deliver services today won't be the way we need to deliver them in tomorrow's world. Not every request for statutory transport needs to result in a driver and vehicle taking a student to school, we can promote independence and look for innovative solutions so that service users are given a range of transport offers to meet their needs.
The Council is looking for an external partner (or partners) to collaborate to design a new innovative service. This service will seek out new ways to deliver these responsibilities to a high standard, but ‘how’ the service delivers these services is completely open. Similarly, whatever else the service chooses to do to generate income or deliver community value add is completely open.
A few key things are fixed. The Council is looking for the new service to leverage the scale of its spend and staffing to take on relevant commercial activity to offset the high costs of delivering statutory transport. OCC want to shape and build capacity in the external provider market whilst retaining the in house capacity and resilience to ensure a competitive and responsive market place overall. The Council wants to improve how demand is modelled and managed. It is envisaged that the new service is set up with a profit share approach so that partners both benefit from the efficiencies and improvements that are delivered.
For these reasons we are looking to use the Innovation Partnership (IP) procedure.
