The framework will provide a suite of services to support anticipated business requirements that Network Rail has for management consultancy over the coming years.

Provides expertise in change readiness assessment, implementation planning and change communications strategy to enable business change success.
The expectation is that any business change programme/project delivery must comply with Network Rail's Business Change Framework and methodology e.g. MSP4NR.

Provides support in change strategy development, including the definition and shaping of the change portfolio required to deliver the business objectives.
Provides delivery capability improvements to establish and build capability and improve business change management across the business.

Provides design and delivery advice and capability on target operating model design, including specific components of the operating model, e.g. structure, roles, process, technology and information requirements to meet future strategic and functional objectives. This may involve reviewing ‘as is’ is state and recommending improvements.
Provides expertise in understanding existing process, link with strategic need and provide capability for improvement. Includes expertise on the planning and operational technology required to deliver strategic need and provide expertise for building business cases for improvement.

Provides business intelligence and insight into operational performance through analysis, benchmarking and modelling of data.
Support business case production through trend analysis and forecast modelling / scenario planning. Provide clarity of financial benefits for programmes on the basis of achievable changes to cost drivers.

Organisations wishing to express interest in attending this pre-procurement market engagement should register their interest in the first instance by providing the following information, via email, to: and

Please note that each company is permitted a maximum of only 2 attendees for this event. Organisations should register an interest by Monday, 27.6.2016 at 17:00 in order to attend this event.
Joining instructions will be issued by the Network Rail contacts stated above by 20:00 on 28th June with further details on timings etc. Joining instructions will not be sent until after the PIN has closed at 17:00 on 27.6.2016.
The event will be split into 3 separate sessions to accommodate numbers. Each organisation will be allocated a time to attend.
Network Rail is under no obligation to follow up in any way with the interested parties as a result of this PIN event. Any discussions which do occur will cease immediately should a formal competition ultimately be announced.
