The intention of this Prior Information Notice is to inform potential bidders of the following planned procurement: Sheffield City Council intend to appoint a Contractor (or Contractors) to provide the following services at the Beighton Closed Landfill Site, Sheffield: - Landfill Gas Management and Energy Utilisation, - Leachate Abstraction and Disposal and, - Environmental Services and Monitoring. As a former landfill, the Site is a source of landfill gas which can be utilised for energy production, and leachate, which requires abstraction and disposal. The Site is regulated by the Environment Agency, via an Environmental Permit; while leachate disposal to foul sewer is regulated via a Discharge Consent, issued by Yorkshire Water. As these activities are regulated, they require appropriate Services to ensure regulatory compliance. It is envisaged that the services at the Site will be divided into Lots comprising of the following: Lot 1. Landfill Gas Management and Utilisation (LGM&U;). The Council is seeking proposals to enter into a long-term agreement (10 years) for LGM&U; at Beighton Closed Landfill Site. The Contractor will be required to design, permit, construct, own, operate, maintain and ultimately decommission and remove, the LGM&U; system. The LGM&U; system will utilise the Site's landfill gas, in a beneficial way, generate revenue to the Council, enhance environmental compliance and reduce carbon emissions. In addition the LGM&U; system will be capable of managing landfill gas during periods of plant down-time i.e., flaring. The contract for Lot 1 is anticipated to be for a period of 10 years with an option to renew for up to additional 5 years. Lot 2. Leachate Abstraction and Disposal The Council is seeking proposals to enter into an agreement for Leachate Abstraction and Disposal at Brighton Closed Landfill Site. The Contractor will be required to attend Site as required to ensure that leachate is abstracted and disposed from the Site as per the conditions described in the Site's Environmental Permit and Yorkshire Waters Discharge Consent. The contract for Lot 2 is anticipated to be for a period of 5 years. Lot 3. Environmental Services and Monitoring The Council is seeking proposals to enter into an agreement for Environmental Services and Monitoring at Brighton Closed Landfill Site. The Contractor will be required to attend Site as required to ensure compliance with the monitoring and reporting conditions specified in the Site's Environmental Permit. The contract for Lot 3 is anticipated to be for a period of 5 years. The Council reserves the right to alter the above procurement process including but not limited to the use of Lots. Potential Bidders are encouraged to contact the above named individual to discuss the Councils proposed approach and participate in a market consultation exercise.
