Section IV: Procedure
IV.1)Type of procedure
IV.1.1)Type of procedure
Award of a contract without prior publication of a contract notice in the Official Journal of the European Union (in the cases listed in Section 2 of Annex D1)
Justification for the award of the contract without prior publication of a contract notice in the Official Journal of the European Union (OJEU):
Directive 2004/18/EC
artistic
The contract currently held between Jisc Services Limited and Painless Security is for the support and maintenance of code developed by Painless Security, with the inclusion of a clause enabling the call-off of additional development work. Painless Security are specialists in their areas of expertise, and the code developed to date is particularly niche. The support and maintenance of that code is critical to the operation of a live Jisc service (Jisc Assent), and code currently under development will underpin further Jisc services planned for launch in 2016. Painless Security are the only supplier who have the technical knowledge and capability to deliver both the required support and maintenance, and development of code to meet these requirements. As part of Jisc Services Limited's engagement in the international research and education community, Jisc Services Limited regularly monitors development capability. The previous contract was placed following an OJEU Procurement. The current supplier, Painless Security, was awarded the contract because they were the only supplier that had the requisite skills to fulfil the requirements. The work can only be uniquely provided by Painless Security because it is support and maintenance of niche code which it developed. Ongoing development is significantly niche that only Painless Security's expertise in the area is sufficient to deliver it. Software to be supported and maintained: - Implementation of RFC 7055 and 7056 (GSS-EAP mechanism) - Windows SSP for Moonshot - Management Portal for Jisc Assent - Managed Services (IDP and RP) software in the portal, as well as per organization VMs - Trust Router - Freeradius integration of Trust Router - Moonshot Identity Selector - Web Plugin - Apache Module Debian and Centos packaging for: - GSS-EAP - Trust router - Freeradius integrated with the Trust Router - Moonshot Identity Selector - Web Plugin - Apache Module - Libradsec - Shibboleth Resolver.
