Dial-a-ride is a free door-to-door service for disabled people and older London residents who find it difficult or impossible buses, trains or the tube. Transport for London operates the dial-a-ride service through a subsidiary of London Buses Limited. There are currently around 45 000 registered users, of which 40 % have made bookings in the last year. Currently, dial-a-ride customers can make bookings through the following booking channels: telephone, fax, email, the current dial-a-ride (DaR) IT system has around 160 users using the Trapeze Pass suite supplied by the Trapeze Software Group and first implemented in the summer of 2005. The contract for the provision of computer software and related services, including maintenance and support services for the dial-a-ride booking system commenced from December 2003 for a duration of 10 years. In December 2013 this contract will expire, thus a requirement of TFL information management and the business (DaR) will be to re-tender/re-let the contract to ensure that continuity of service for the existing IT service provided to DaR (dial-a-ride) is maintained. The intention of this PIN is to engage in a soft market testing exercise, in order to ensure that the process being undertaken and the options ultimately developed for any subsequent procurement, is properly informed. TfL wishes to engage with interested suppliers in order to develop a procurement package structure which will optimise open market competition and deliver better value. This structure may result in one or more procurement processes for single or multiple elements of the services. The expressions of interested received before 31.1.2012 will then be reviewed. TFL will also consider whether further clarification or soft market testing will be carried out to develop the views of the market more specifically. TFL is under no obligation to follow up this soft market testing in any way or with any interested parties. Any such discussions will cease in the immediate run up to any formal competition.
