Extreme urgency brought about by events unforeseeable by the contracting authority and in accordance with the strict conditions stated in the Directive.

The contract falls outside the scope of application of the Directive.
Emergency procurement of flood barriers in the face of unprecedented and unpredicted rainfall during the month of December 2015. This extremely urgent requirement for additional barriers was to help us as part of our response to defending communities at risk of flooding. Accordingly we seek to rely on the exemption to awarding a public contract without prior publication provided for in Regulation 32 of the Public Contract Regulations 2015.
